I musei di Qualità. Cerimonia per il Riconoscimento 2011

Bologna mercoledì 13 luglio 2011, dalle 10 alle 13, l'Auditorium della Regione Emilia-Romagna ospiterà la Cerimonia per il Riconoscimento dei Musei di Qualità.
Si festeggeranno i 130 musei che hanno ottenuto il primo riconoscimento di musei di qualità e sono così entrati a far parte di una sorta di inedita associazione, comunità virtuosa che accomuna istituzioni tra loro molto diverse, ma omogenee se considerate dal punto di vista dei servizi offerti al pubblico, con il buon livello della gestione e dell'organizzazione interne, e delle attività messe in campo per la valorizzazione delle proprie raccolte.
Nel corso del 2010 sono entrati a far parte del circuito 21 nuovi musei e 12 musei che avevano ottenuto il riconoscimento provvisorio nel 2009 hanno ottenuto il riconoscimento definitivo.
Il processo di riconoscimento dei musei regionali in base agli standard e agli obiettivi di qualità è stato avviato dall'IBC nel corso del 2009 per stimolare le istituzioni museali a perseguire criteri di buona gestione e di efficacia operativa e orientarne le finalità verso la qualità dei servizi al pubblico.
I 130 i musei che hanno acquisito lo status di “museo riconosciuto”, valido per il triennio 2010-2012, si sono mostrati in possesso di un articolato insieme di requisiti.
Per contraddistinguere i musei di qualità l'IBC ha ideato un marchio che, con il relativo sistema d’identità visiva, rappresenta il principale strumento attraverso cui consolidare l’immagine dei musei di eccellenza in Emilia-Romagna e assicurarne la massima visibilità.

La Cerimonia e il nuovo percorso formativo "Comunicare il Museo"
Dopo i saluti istituzionali da parte di Laura Carlini, responsabile del Servizio Musei dell’IBC, l’assessore alla Cultura della Regione Emilia-Romagna Massimo Mezzetti premierà i 21 nuovi musei riconosciuti.

L’IBC coglie l’opportunità per presentare un nuovo percorso formativo destinato agli operatori museali della Regione dedicato alla comunicazione: "Comunicare il Museo* - Collezioni, Comunità, Pubblici".
Si tratta di un percorso articolato in tre giornate, divise in due sessioni: al mattino una lezione tenuta da specialisti del settore della comunicazione museale e durante il pomeriggio un laboratorio di scambio e confronto coordinato da BAM - Bologna Art Managers. Alla fine di questo percorso i partecipanti saranno chiamati a realizzare un project work. I diversi progetti presentati verranno poi analizzati e valutati allo scopo di selezionare e finanziare il migliore.
Il percorso formativo, che avrà luogo nell'autunno 2011, è presentato da BAM. Interviene Giuliano Gaia di Invisible Studio, che parlerà di comunicazione di rete, portando ad esempio il caso di Malta e la realizzazione del portale Insoliti Musei.

In vista del secondo riconoscimento (2013-2015) stiamo raccogliendo esperienze e suggerimenti per condividere il percorso verso la qualità. Vi invitiamo, quindi, a raccontare le vostre storie di Museo di Qualità: i traguardi raggiunti, gli stimoli ricevuti, i vostri suggerimenti e le vostre aspettative, nonché le criticità relative al processo di riconoscimento.
Nel corso della cerimonia per il riconoscimento sarete quindi invitati ad esprimere le vostre riflessioni e a raccontare le vostre esperienze. Durante la discussione sarà data priorità a coloro che si iscriveranno a parlare preventivamente, restituendo il  modulo che trovate in allegato compilato via mail all'indirizzo gpretto@regione.emilia-romagna.it. Il tempo massimo previsto per ciascun intervento è di 3 minuti.

Al termine della giornata si terrà un buffet.

Call for Proposals ACA 2012: In Search of Archival Gold Whitehorse, Yukon 7 - 9 June 2012

Gold is undoubtedly a valuable and precious commodity, and has been for centuries.  People have travelled around the globe in the hope of finding it, just as they did in the Klondike Gold Rush of 1898. This influx of people had a profound impact on the indigenous First Nations and on the development of the Yukon Territory.
Within Canadian archives is another form of gold, one that is in many cases “priceless” simply because it is unique and irreplaceable:  archival records.  These archival records are the foundation of Canada’s rich and vibrant documentary heritage, much of which is gathered and protected by dedicated and enthusiastic archivists eager to fulfill their key role in determining society’s collective memory.
Over the past several years, we have examined archival theory and core functions, our community and its relationship to other heritage and user communities, the impact of an increasingly digital world, and the uses of archives. 
Now it’s time for us to celebrate and highlight that “archival gold,” and to discuss the opportunities, issues and challenges that these records present, in the same year that the Yukon Archives in Whitehorse is celebrating its fortieth anniversary.  Traditional textual manuscripts, government records, photographs, sound and moving images, maps, electronic records, artwork, architectural plans– all of these things are our treasures.  As Dominion Archivist Arthur G. Doughty famously said,
Of all national assets archives are the most precious; they are the gift of one generation to another and the extent of our care of them marks the extent of our civilization.

The 2012 ACA Program Committee invites proposals from all areas of archival theory and practice that focus on records in any and all media.  Topics might include:
·      Examinations/highlights of archival fonds/collections (e.g., “studies in documents”);
·      Eureka! moments in archival history and their impact on current practices;
·      What exactly is archival gold? (e.g., cultural definitions, societal priorities, community perspectives, including First Nations);
·      Where and what is the gold in the digital age? (e.g., social media, collaborative workspaces, cloud computing);
·      How do archivists know something is “gold” and what do they do when it turns out to be “fools gold”? (e.g., appraisal, reappraisal);
·      How do we share our hidden gold with others? (e.g., dissemination, use, accessibility);
·      Do we search for and preserve archival gold on our own, or do we work with partners, or both? (e.g., relationships with creators, users, other professionals and communities).

SUBMITTING PROPOSALS:
The 2012 Conference Program Committee invites contributions, of either a practical and/or theoretical nature, in a variety of formats including:

1. Traditional session: formal presentation of papers; approximately 20 minutes per speaker, with questions to follow as time allows.

2. Panel discussion: abbreviated presentation of papers; approximately 10-15 minutes per speaker, with discussion to follow.

3. Roundtable: brief 5-7 minute presentations with open discussion

4. Focused Debate on a specific topic: brief presentations with open discussion & debate to follow

5. Poster session: information is summarized using texts and images, presented in a poster format

The deadline for these proposals isFriday, September 23rd, 2011
For 2012, ACA will use the “Call for Submission” button for any workshop proposals that will be associated with the Annual Conference; these submissions will go to the Professional Learning Committee, which will make its decisions in mid October 2011. 
Workshop is defined as a full 1-day or 2-day event, generally combining presentations, group discussions and hands-on activities for a group of about 25 – 30 participants.  Workshops can cover any topic/subject, and may not be related directly to the conference theme.
Note: Please be advised there will be a Call for Student Papers as well as a Call for Posters later this year, with submission deadlines early in 2012.

Quante storie nella Storia. Decima Settimana della didattica in archivio

L’appuntamento “Quante storie nella storia - Settimana della didattica in Archivio” compie 10 anni, nel corso dei quali si è progressivamente arricchito ed ampliato coinvolgendo un numero sempre maggiore di istituti: dal 2 all' 8 maggio 2011 gli archivi di enti pubblici e privati del territorio si apriranno quindi per presentare le esperienze e i progetti didattici realizzati o in corso.
In questa decima edizione la ricorrenza del 150° anniversario dell’Unità d’Italia ha suggerito a molti partecipanti di incentrare la propria attività sulla storia risorgimentale e post-unitaria, su monumenti ad essa dedicati e sull’analisi di aspetti particolarmente importanti per la costruzione dell’Italia Unita: dal tricolore all’unità amministrativa, dalla realizzazione di nodali vie di comunicazione alla toponomastica dei luoghi e dei personaggi protagonisti di questo periodo storico. Non mancano tuttavia percorsi, attività, conferenze e laboratori relativi ad altri temi o pensati per avvicinare all’archivio oltre a docenti e ragazzi, un pubblico di adulti interessati a riscoprire le testimonianze del passato nelle carte degli archivi storici.
L’iniziativa è promossa dalla Soprintendenza archivistica per l'Emilia Romagna, dall'IBC-Soprintendenza per i beni librari e documentari della Regione Emilia-Romagna e dall'Associazione Nazionale Archivistica Italiana - sezione Emilia-Romagna in collaborazione con CEDOC - Centro di documentazione della Provincia di Modena, le Province e gli Archivi di Stato dell'Emilia-Romagna.

The Festival is also the place to give more powers to the directors and heads of communications and marketing, responsible for external communication of profit and nonprofit organizations, responsible for pubbici relations for the nonprofit world and profit (area nonprofit).
Considering the needs of the sector in Italy, this choice is justified by a number of reasons:
1. "... All people working in the nonprofit sector ..."
In Italy the culture of fundraising is still at an embryonic level. The vast majority of nonprofit organizations do not yet know what it is and if they do fundraising, they do it impromptu, unorganized, not respecting that principle of economic and financial sustainability required for their survival.
A festival is open not only to professionals but to all those working in the nonprofit is helping to spread in Italy last two principles: first that the fundraising is an integral part of the life of a nonprofit organization, the second that the fundraising is not exclusive affair of the fundraiser, but the entire organization.
2. "... All people working in the nonprofit sector ..."
The fundraiser is not a solitary practitioner, but an agent of change that involves and motivates the entire organization, made up of volunteers, advisors, directors, who believe in the mission of the organization activates their own personal contacts and engage in person to the its growth. Go to a different audience means to contribute to this change.
3. "... All people working in the nonprofit sector ..."
The Festival is a concrete opportunity to form a real network, laying the foundations for an attitude of sharing good practice in Italy does not yet exist. The desire to create a network account is justified by a very simple network to help grow the entire industry.
4. "... And for the nonprofit."
The relationship between profit and nonprofit world is bidirectional. The nonprofit world is by its very essence, an interpreter of the changes occurring in society. Here then is an opportunity, a reliable profit as innovation in the world with its markets. But this report does not remain a mere marriage of interests, becoming an area of ​​promoting social responsibility.
5. "... And for the nonprofit."
The growth of the nonprofit world is accompanied by a growing demand for professional services and products, hence the great interest that with the passage of time, the profit world has begun to entertain towards him. The festival may well become a place to compare the range of products and services for the nonprofit with the needs of operators who work and believe in this area.

Illegal Trade of Works of Art




Speaking of trade in works of art, the various countries can be regarded as importers, exporters, countries in transition, and so on. The distinction most commonly see on the one hand the supporters of free market countries and other countries, where trade and export are limited and where  a special permit is required for exportation.

At the international level have been approved a number of documents with the intent to prevent the illegal traffic of works of art. Among these surely plays the major role  the 1970 UNESCO Convention on the means to prevent and prohibit the import, export and illegal transfer of cultural goods.

International Protection of Cultural Heritage



The General Conference of the United Nations Educational, Scientific and Cultural Organization has approved, at its twelfth session, 23 November 1972 in Paris, the Convention for the Protection of the World Cultural and Natural Heritage.
The preamble of the Convention states that damage or loss of any specimen of cultural heritage determines the impoverishment of the heritage of all peoples of the world. In addition, parts of the cultural heritage are so important that they should be protected as part of the common heritage of all humanity. The international documents adopted in this field, yet according to the preamble, are evidence of how the conservation of cultural heritage is important to all peoples of the world, regardless of their membership.
The  introduction to the Convention clearly interprets the cultural idea of ​​internationalism, making a distinction between the ’material’ property of individual cultural heritage and the ‘spiritual’ belonging. The common heritage of mankind is the witness of the past of a community and the community of man extends to the whole planet.
The basic peculiarity of humanity’s heritage is its universality. The importance of individual property therefore transcends national borders. Among other things, the common heritage of mankind includes Antarctica, space, the stars of heaven, the sea floor and in more recent times also the genetic heritage and natural environment, the ozone layer, etc.. What ‘s just been listed as such, has in common with the heritage of humanity the fact to find its full expression only when the target is a common use of the whole world community, free of any-national logic .
If possible, on a theoretical plane, to equate the world’s cultural heritage with the Moon, for example, you can not do it on a legal level.  A. Kiss for this reason distinguishes between the ‘authentic’ and ‘non-authentic’ heritage of humanity  . The authentic heritage is common to all by its very nature, while ‘non-authentic’ heritage can not be exempted from national jurisdiction and is always possible to identify the owner. The most appropriate example for the ‘non-authentic’ heritage is in fact the world’s cultural heritage.

will explore new partnerships that emerged in the effort to re-establish
community identify and memory after the Haitian earthquake, a topic that
continues to touch us all.  H. Larry Eiring CRM, FAI, a former President of
ICA Section on Archival Education and Training will explore the world of
digital natives and the ICA-Req project will examine how global functional
requirements can be applied at a local level.

Annual Student Writing Competition in Cultural Heritage Preservation Law

The Lawyers’ Committee for Cultural Heritage Preservation is pleased to announce its 2011 Student Writing Competition in Cultural Heritage Law.  The first place winner will receive a prize of $1000, while the second place winner will receive $500. The winning papers may also be offered publication in the Journal of Cultural Heritage Law.

Progetto strategico per la conoscenza e la fruibilità del patrimonio culturale condiviso

Programma per la cooperazione transfrontaliera Italia – Slovenia 2007–2013

Si intitola TERZA PARTE. Tra liturgie di violenza e liturgie di pace: mediatori, arbitri, pacieri e giudici (Repubblica di Venezia e Alto Adriatico in età medievale e moderna), il convegno internazionale (nell’ambito del progetto Shared Culture - Progetto strategico per la conoscenza e la fruibilità del patrimonio culturale condiviso /Programma per la cooperazione transfrontaliera Italia – Slovenia 2007–2013), che sarà ospitato nella sala Tramontana della Facoltà di Studi Umanistici di Capodistria, organizzato da giovedì 14 a sabato 16 aprile 2011 dal Centro di Ricerche Scientifiche dell’ Università del Litorale in collaborazione con l'Università Ca' Foscari di Venezia e la Società Storica del Litorale.

Il convegno è strutturato intorno al concetto di 'terza parte', intesa come protagonista delle prassi di mediazione, arbitrato e conciliazione, intervenuta in forme e modalità diverse nel corso della storia, tutt'oggi segmento importante nella risoluzione dei conflitti. L'incontro scientifico sarà un'occasione per osservare i diversi aspetti attraverso cui si manifesta la terza parte, la cui nomina il più delle volte presuppone un conflitto latente o già in atto all'interno di una comunità o società. La terza parte è quindi incaricata, in presenza di un conflitto, di sedare gli attriti e di eliminarli. Da una prospettiva storico-culturale, la conoscenza del ruolo giocato da questi intermediari e delle tecniche di conciliazione a cui essi ricorrono per risolvere i conflitti sociali assume un significato straordinario.
L'evento vedrà la partecipazione di autorevoli esperti sloveni e stranieri provenienti da Italia, Croazia, Francia, Inghilterra, USA,... che si confronteranno sulle procedure e le prassi di mediazione, arbitrato e conciliazione utilizzate nei diversi periodi e contesti storici, con particolare attenzione alle regioni dell'Adriatico, e della più vasta area mediterranea, tra VIII e XX secolo.

Le relazioni si concentreranno attorno ai seguenti nuclei tematici:

Rappresentazioni della terza parte (letteratura, iconografia, propaganda)
Gruppi sociali e istituzioni come terza parte
La terza parte: i mediatori individuali
Procedure, tecniche, rituali
Le decisioni (criteri, motivazioni, giustificazioni)

Program čezmejnega sodelovanja Slovenija - Italija 2007–2013

Spoštovani,

V okviru projekta Shared Culture (Strateški projekt za poznavanje in dostopnost skupne kulturne dediščine/ Program čezmejnega sodelovanja Slovenija - Italija 2007–2013) Znanstveno-raziskovalno središče Univerze na Primorskem v soorganizaciji z Univerzo Ca' Foscari iz Benetk in Zgodovinskim društvom za južno Primorsko organizira mednarodni znanstveni sestanek z naslovom TRETJA STRANKA. Med nasiljem in mirom: posredniki, razsodniki, miritelji, sodniki (Beneška republika in zgornji Jadran v srednjem in novem veku), ki bo potekal od četrtka, 14. do sobote, 16. aprila 2011 na Fakulteti za humanistične študije v Kopru (predavalnica Tramontana). 

Mednarodni znanstveni sestanek je zasnovan okrog koncepta 'tretje strani' kot akterja v mediatorskih, posredovalnih in pomiritvenih praksah, ki v različnih oblikah in na različne načine nastopajo skozi zgodovino, obenem pa tudi v sodobnem svetu še vedno predstavljajo pomemben segment reševanja konfliktov. Predmet znanstvenega sestanka je torej opazovanje različnih vidikov pojavljanja tretje stranke, katere imenovanje največkrat predpostavlja prikrit ali že obstoječ konflikt znotraj neke skupnosti oziroma družbe. Tretja stranka je tako poverjena, da obvladuje trenja ali jih odpravi, če povzročajo pravi spor. Poznavanje vloge, ki jo igrajo, ter spravitvenih načinov, ki se jih pri razreševanju družbenih konfliktov poslužujejo, je nedvomno izjemnega pomena tudi s kulturno-zgodovinskega vidika. Znanstveni sestanek, na katerem bodo sodelovali priznani strokovnjaki iz Slovenije in drugih držav (Italije, Hrvaške, Francije, Velike Britanije, ZDA,…) bo prispeval k osvetlitvi mediatorskih, posredovalnih in pomiritvenih procedur in praks v različnih zgodovinskih obdobjih in kontekstih (od 8. pa vse do do 20. stoletja, s posebnim ozirom na Jadran oziroma na širše območje Mediterana).

Udeleženci sestanka bodo o tej temi razpravljali v okviru naslednjih vsebinskih sklopov:

Reprezentacije tretje stranke (literatura, ikonografija, propaganda)
Družbene skupine in institucije kot tretja stranka
Individualni mediatorji kot tretja stranka

The Italian Lyric Opera as Part of the Intangible Cultural Heritage

In this context, we would like to point the spotlight on the Lyric Opera and the immense cultural baggage it brings. We can say with absolute firmness that Italy is the country that invented the Opera. This art form was born in the sixteenth century, and it can give credit to the disclosure of Italian language in the world. There are no doubts about the prestige of Italian Opera. At the same time we are witnessing lately to an attempt to rejuvenate the  casts   and consequently the audience.

The intended audience for the workshop series is managers at organizations of all kinds who are or will be responsible for managing digital content over time. The workshop begins on Sunday evening with an opening session, continues Monday -Thursday 9am - 5pm, and concludes on Friday at noon.

Instructors and Keynote Speaker
Nancy McGovern is the lead instructor for the workshop and will be joined by three topical instructors.  The Keynote speaker for the Albany June 2011 workshop is Theresa Pardo, the Center Director of the Center for Technology in Government.

Workshop applications are reviewed before a formal acceptance and registration for the workshop may occur – a two-step process.  The application system will be available at 1pm ET on Wednesday, April 13, 2011 and will remain open until the workshop is full (24 participants).  We have already had a very high level of interest in the workshop and encourage early application. Please Note: Applicants will be notified within five (5) business days if they are accepted to register for the June Albany, NY workshop. About the Workshop
The Digital Preservation Management Workshops, a series presented since 2003, incorporate community standards and exemplars of good practice to provide practical guidance for developing effective digital preservation programs. The workshops were initially developed at Cornell University beginning in 2003 under the direction of Anne Kenney and Nancy McGovern.  Since 2006, McGovern has continued curricular development and directing the workshop from ICPSR at the University of Michigan. This has included development of Special Topic advanced workshops and a Train-the-Trainer program.  Through 2010, the workshop series was developed with funding from the National Endowment for the Humanities.

CULTURAL NATIONALISM AND CULTURAL INTERNATIONALISM

J. H. Merryman, a professor at Stanford University, speaks of two schools of thought on cultural heritage.

The first of these two schools affirms the principle of cultural nationalism, considering the cultural heritage as an integral part of national cultural heritage. The assets have national characteristics, regardless of ownership or the place where they are. This theory implies the need not to release the national wealth from the ground (unless it is accompanied by special permission), and to request the return of stolen assets. This ancient concept of "national-ethnic" was once widely followed and consists of the common language, traditions, religion and beliefs that are peculiar to each people and characterizing it as a way of relating to nature and to others. Although the idea is not 'never been completely abandoned, the conventions have moved away from this idea, as would have enabled the realization of international cooperation is very limited and thus largely useless.
The second theory comes instead from international culture. Cultural heritage is understood as part of the common culture of the human species. No importance is given to the source, the current location of the property or property rights and national jurisdiction. Internationalism cultural heritage of providing care at three levels: the preservation, integrity and accessibility of goods.
The idea of ​​internationalism and cultural 'already present' in the Convention for the Protection of Cultural Property in the Event of Armed Conflict of 1954, while in more recent documents, and may encounter more and more the dominance of nationalism.Even UNESCO, because of increases in the Member States called "source nations", has changed its position in favor of cultural nationalism.
Merryman defines cultural nationalism as a vestige of the romanticism of the nineteenth century, giving the example of the refund application by Greece of the Elgin Marbles. The English Lord Elgin has been removed, between the years 1801 and 1812, the marble sculptures from the Parthenon, then transporting them to England. Since 1816 the sculptures in the collection of the British Museum under the name The Elgin Marbels. The Greeks have requested a refund, because the removal of the marbles would have seriously damaged a monument of immeasurable value.The first official request was submitted in 1983, arousing great interest among the public.
Accept the principle of restitution would create a dangerous precedent for all museums and private collections in the world, especially for major European and American museums. The Greek request was officially rejected by the British Government in 1984.
Marryman disagrees with the request of Greece, declared without foundation. All steps of transferring property, the removal of the Parthenon marbles to their sale to the British Museum, would take place following all the rules in force at that time.Cultural nationalism, always in his view, demonstrates the fundamentals of doubtful value, being conceived on patriotism and emphasizing only the interests of national scope. A well made in a given territory, not 'automatically and inextricably linked to it.
